For supplying weapons and ammunition to terrorists and other non-state actors, 33 security personnel—18 soldiers and 15 police officers—have been arrested, according to Major Ademola Owolana, Staff Officer Grade II, Operation Hadin Kai (OPHK),While briefing defense media on the Joint Tax Force North-East operation’s activities in Maiduguri between 2024–2025, Major Owolana made the revelation. Sgt. Ameh Raphael and Sgt. Seidi Adamu, two veteran military arms traffickers with N45 million and N34 million in their accounts, respectively, are among the suspects, according to authorities. According to reports, N135 million was connected to gun trades involving Inspector Enoch Ngwa, a police officer. According to investigations, the financial benefits of trafficking weapons drove some police’ actions, while community pressure drove others. In relation to the illicit transaction, eight civilians—including a traditional ruler—have also been taken into custody.
To discourage such infractions in the future, the Joint Task Force has called for more severe penalties. During a regular search in February 2025, a soldier from the 144 Battalion was found in possession of 30 rounds of ammunition.
More than 186 collaborators, including logistical providers and spies supporting terrorists, were detained between January and May 2025. Drug networks that aid rebel activity are another issue that authorities are fighting. Although activities are hampered by the lack of tracking technology, cooperation with the NDLEA and military intelligence units is nevertheless ongoing. Certain non-governmental organizations have also come under fire for reportedly transferring supplies to terrorist hideouts under the pretense of humanitarian help. Furthermore, some rogue insiders still transfer military assets to adversary forces, lowering the morale and productivity of the troops.
Operation Hadin Kai has made significant progress in spite of these obstacles. Following a stabilization effort, more than 10,000 displaced citizens returned to Kukawa town in May 2024. The troops captured hundreds of weapons and vehicles and killed 694 militants between 2024 and 2025.
